He responds to words and touch with a smile. He does not have the full use of language, but he engages in babbles, grabs and smiles. Dylan seems to understand his name. He is medically fragile with multiple physical and cognitive limitations. A loving, committed family, who is able to advocate for his long term needs that he requires will be ideal for Dylan.
